
Ensuring the safe and seamless integration of new entrants into the airspace such as Uncrewed Aircraft Systems (UAS) and cross-border Advanced Air Mobility (AAM) aircraft will require thorough safety assessments, proper certification processes, and careful consideration of human factors, ensuring that aviation personnel are well-prepared and supported in adapting to these changes, CAAS says.
The plan includes the development of an Uncrewed Traffic Management (UTM) system. This would “provide an integrated, one-stop portal for regulatory services such as the UAS operator and UAS registrations, flight approvals and enable the tracking of all UAS operations in Singapore to ensure aviation and public safety and security”. CAAS is currently working with relevant government agencies to review and streamline UAS regulatory processes and to develop the UTMS.
Asia-Pacific reference materials would also be developed under the plan, in order to facilitate operations of eVTOL and UAS. “Given the rapid advancements in technology, regulators and regulations would need to keep pace with technology to reap its full benefits while ensuring public and aviation safety, and security,” the plan states. Civil aviation authorities from Asia-Pacific States are already jointly developing a set of reference materials to facilitate operations of eVTOL aircraft and UAS.
